A hypothetical, if I were to tune a Volkswagen Golf to the max, and race it against a Volkswagen Golf RM tuned to the max, which would win?

only one Golf can be RM'd. The other premium golf (GTI '05) is an bit of an odd duck when fully tuned as you cannot add any areo parts etc...

RM almost anywhere.

Depends on the track.

Tested the RM´d IV Golf vs the IV Golf non RM´d on Sports Soft

Both tuned at 450 PP

RM´d Golf had 243 bhp , 1175 kg , 15/23 DF
non RM´d had 269 bhp , 1175 kg , 00/00 DF (no Aero can be added)

Run both for 1 lap on the Ring

7:49.3 for the RM´d
7:49.1 for the non RM´d

The RM normally only weighs 980kg though, and he's comparing max tuned vs max tuned... Which means the RM would have the same power, less weight, and downforce.

Yep , it has 980 kilos but for 450 PP you need to set the DF to lowest ad reduce the power too.

Yes but the non RM´d has less PP then if you max both out.

theres two RMable golfs?

No just the old one can be rm. I just had a all volkswagon golf race and the newer one even tho it can't be rm killed the old on and the old one rm.

As RJ and raVer have pointed out in an odd way. The RM will win under your scenario of 'maxed'. In a PP limited race, the track will dictate whether the downforce, or horsepower holds the advantage.
