Why is there no circuit experience in Daytona tri oval and route x
There's no way to answer this - Polyphony Digital's design decisions are not made available externally - so any answer is just a guess.

You can probably make that guess yourself: there's no need to brake at all on these tracks (Circuit Experience using high downforce race cars, of course) and the gaps from gold to silver to bronze to fail could be measurable in tenths of a second, not hundredths.

There's little to learn in this regard, and it's likely that PD elected not to spend to the time creating CE sectors and getting their driver to make the demo runs.
 
But there is a circuit experience at the northern isle speedway. Which doesn’t make sense
I think it does make sense. It's a very small and quick track and you learn just what you need to for ovals/banked curves; get the car to exit as close to the wall as possible to maintain as much speed through the turn as possible. Once you master that, there's no need to do it anywhere else. Especially if the turns are much broader and longer, like @Mafio said, it'd be too easy.
