Router issue

I’ve been scouring the interwebs for the past week and haven’t found any solution to this, so…

My roommate and I have been trying to set up port forwarding on our Netgear WGR614v7 router. We can set everything up in the browser interface, but when any port checking website is used, it says the ports are closed. This is confirmed by us not being able to use the ports as intended (e.g., he needs to set one up to host a game server, and he’s unable to host at all).

Regular internet and chat applications work just fine.

Before you write anything, here’s a list of things we’ve already tried:

- The cable modem is not a router and therefore is not causing a double NAT layer and does not have UPnP.
- We’ve tried this with our computers both set to DHCP and to manually set static IP addresses, including IP addresses outside of the DHCP range.
- The router and modem have both been restarted numerous times.
- We’ve tried using both 16-bit and 32-bit values for the forwarded ports.
- I’ve tried running my computer as a DMZ server.
- My computer has its firewall disabled (and I’m sure he tried adding the relevant service to his firewall).


Any ideas?
 
If you gave the PC that needs to host a static IP and stuck it in the DMZ it should work, since nothing would be blocked then. Can he host a game when his pc is connected directly to the cable modem? If the answer is yes, the problem is in your router. If the answer is no, the problem lies in your pc or the modem (or the ISP).
