Rules on tyre change requirement

So I have a question... Let's say you're in a race that has a tyre change requirement and it is raining at the start of the race, does that tyre requirement get negated, or do you still have to use the required tyres, regardless of weather?

If there is a required tyre, you are required to use it no matter what. However races with weather don't have required tyres.

What if weather is set to random? And this is referring to a created multiplayer lobby, not a daily race. Or are you saying if there is a requirement, the game will not allow it to rain?
