Shadows/outlines around text?

How should I approach this? I have managed to create simple text logos such as the tec arts text logo:

But, as seen below on their notorious 86, the letters are all outlined, as well as most of the other decals on the car:

Can this be done in Inkscape? What process would some of the experienced people here follow to make a decal such as this?

Apologies if I am asking question that's probably been asked before, any help is appreciated.
 
Besides coloring decals you should also be able to set an outline, that's the easiest way of doing it.
To make a shadow I usually just copy the decal, put it behind the regular text, paint it black and then move it a tad up/down and left/right to give it some offset
