Special Stage Route 11 inavailability in Arcade and Time Trial Mode

I was expected that SSR11 is not available in Arcade and Time Trial modes only in GT mode and hi-fi (via Extras). Can you explain the reason why the SSR11 is unavailable in Arcade and Time Trial?

My best guess is that Polyphony designed it to be that way. Beyond that there isn’t much room for explanation.

Arcade Mode is 25% faster than GT Mode (in the US version at least). Maybe PD figured the track wasn't suitable for the increased Arcade speeds?

All we can do is speculate about it, really.
