That's a misinterpretation, KiwiBoy. When you're in that thing, it's movement doesn't feel like you lean forwards and backwards, cause you look at the screen, and not the surrounding room. This way, your brain can't connect your vision and your knowledge properly, and it causes you to feel differently. It rather feels like you're being pushed into the seatbelts when braking, and being pushed into the seat when accelerating. So, it doesn't simulate the leaning car by making movements, it simulates the forces on your body. Gravity actually makes your body feel like it's being accelerated, decellerated and thrown from corner to corner, the seat just brings you into the right position for gravity to make its job.
Now, with the excellent brakes of an F1 car, it should actually lean forward more than with a normal car, cause it can brake much harder than a normal car. The more the seat leans forward, the more you're being pulled forwards by gravity. But as you don't see that you're leaning forwards cause you're looking at the screen, it feels like you're being pushed forwards into the seatbelts.
