If you are looking for a crazy easy program to format from NTFS to FAT32, use Easus Partition Manager - literally takes less than a minute and it is Freeware.

Or you could use Windows Manager, which takes 10 seconds and is already on your computer.
Right click on the My Computer shortcut on your desktop and hit manage.

Very true, but it struggles on larger HD's - especially any external with serious capacity. Try that manager on a Terrabite HD and let me know what you think.

LOL - My movies alone are on a 2TB for the PS3, and windows manager failed everytime in the conversion. Easus did it in less than 20 seconds.
