As im unlikely to purchase the Xbox One and Forza 5 I shall be returning to Gran Turismo although I hope GT6 is an improvement on GT5.
I shall whine and cry if leaderboards aren't included on GT6 because this is why I stopped playing GT5. In this day and age of gaming leaderboards should be included in all racing games.
I don't really know many people that take leaderboards too seriously.
I mean, they're such a magnet for cheaters it just puts me off. There are time trials in GT5 but no game-wide leaderboards like there were in GT5

I assume they were in Prologue but not GT5 because the number of cars and tracks in Prologue was a lot less, 70 cars and 12 layouts alone. So it was easy for them to make leaderboards and all the back-end infrastructure to support it compared to the massive amount of TT times they would need to keep track of in GT5.
There's over a thousand cars in GT5. Yeah, Forza 4 had them, but they had half the cars and only 26 tracks compared to GT5's, which was over double that.
I think it just comes down to that, personally.
They are definitely capable of coming up with massive time trial tracking though, just look at GT Academy.
What they could do in compromise for GT6 is just have leaderboards for each track, then allow any car, then just create a filter with which players can sort out the times to find their targets (particular cars, car types, tires, power, etc.).
Then again, thinking of it that way, it should be possible to do now... but maybe they just ran out of time implementing it in GT5. We'll probably never know for sure, what the reasoning is.
I realize a lot of people really love that aspect of racing games, since it fills a good niche for them in between regular time trialing and racing online. For me though, I'm kind of on the extreme of both sides in how I want to do things.
I'm either all for racing against people online (not just any people mind you) or taking to a time trial, but one that's fully restricted, no tuning, everyone in the same car, spec, GT-A style.
