Where can I find this other than the one place where you do the chopper checkpoint?

Actually, there are 4 places where you can do chopper checkpoints. One is in Little Haiti, by the Life's a ***** billboard. There's one in downtown up the stairs in a building near Skumhole Shack, and there's one across the street from the Links View Apartment. The last one is somewhere in Ocean Beach on a rooftop.

And to answer your question, the only other way I think you can get is by getting the hidden packages.

Sublime's right. I think they show up in areas after certain things are completed, though. Not sure.

besides the checkpoint sparrows, there's a sea sparrow you can get for getting a certain number of packages. Unlike the others, it can land on water and has a machine gun.

Yes, the sparrow heli. It looks like the helicopter from M.A.S.H., only a bit bigger/longer.

Actually, if you get 80 packages, there's a Sea Sparrow that respawns behind the Vercetti Estate. It's between two small pools, facing away from the indoor pool.
