To create a Steam PC for Television

Hm, recently I am really debating building a PC just for the 42 telly to play games at 1080p.

Only thing it would need to run is basically Steam (possibly Windows as well). I sort of need a range of item, as I'm currently in China so may be able to get some stuff cheaper or more expensive. I've also noticed that its impossible, currently, to find some graphics card or some processors for some reason.

I was debating a AMD processor as they generally tend to have cheaper motherboard combos, although I got to decide whether to plump for a Bulldozer or an APU socket. Could test out an FX-6300 (65 quid) processor or a 760K (40 quid basically). Those processors along with a motherboard would be less than 100 quid. I am not bothered by wattage as electricity here is actually pretty cheap. Also, the box won't actually be used for heavy heavy gaming sessions as I do have a fairly busy lifestyle.

Most expensive item would be the graphics card, thinking along the lines of an 7850 card or 260/270, not really used Nvidia as its always generally been AMD, although I am open to options. Generally, I would prioritise it to have good performance to run games at medium to high at 1080p resolution at a speedy clip if possible. I do have Dirt 2 and for example, it would be fantastic if it could run no lower than 60fps with all (or most!) of the eye candy on.

My budget was going to be as cheap as I could get it for a reasonable quality, ideally less than 250 quid. More than 250 is fine, depending on whether its actually useful or not. All I really want the PC to do is to have high to medium quality level for most games (Apart from the most demanding ones) at 1080p resolution, as the television only does that resolution anyway! Also, the case is going to be a tricky one, as I was hoping to have it in a relatively small case to almost hide it away as I don't have one here.

RAM is expected to be around 8GB, as it would help to make it run a little bit smoother.

Operating System, not sure whether Windows 7 or Windows 8 would be useful. Strangely, the pricing in China is a little bit more than expected for the exact same product in England.

Anyone have any suggestions?

All I am interested in, is suggestions of good choices and a bash out of specifications and things to watch out for.
 
I'm always a little hesitant to suggest builds for small form factor boxes as you don't have a lot of clearance for parts but a quick look through pcparts lead me to this build. Might be able to do something similar.
