Toolbar doesn't load in online lobby

I tried yesterday morning to play online. so I opened a room, all tools except the chat were dark, same as when you join a room for the 5 first seconds. So i couldn't go in room settings, watch mode, car selection etc.
I tried to join a room yesterday evening and same problem.
I tried to open a room this morning and same problem.
I made an HDD restoring, stopped to play my own music in the BGM and tried again to join a room. But problem was still there.

Don't know what I can do more. I don't plan to uninstall and reinstall the game, all updates etc will be too long to download, I have a very slow connection at the moment.

Do you really think the problem comes from here (the installed files)? Is uninstall / reinstall the only way to know? If I do that and still got the problem, i'll be frustrated for waiting 2 days for nothing.

Actually I would like to know if someone already got this problem and how he fixed it.

I think bluntified was referring to your slow connection speed as the cause of your problem.

Oh ok. But in this case why I have this problem only now then? It doesn't make sense in my opinion.
