Top 3 Starter Cars?

If you mean 20,000 and that's just a typo I recommend a used Mitsubishi Lancer Evolution GSR '92 for sheer domination or a used MX5 for the fun. But if you mean 10,000 I have no idea.
EDIT: As for the 3rd I really don't know.
 
There's no specific order, it's a completely subjective thing depending on how you want to play your game. We can't tell you that.
Personally I'd advise avoiding B-spec, NOS and overtuning cars and racing for high A-spec points 'cos that's what I like, but that may not be your cup of tea at all.
Do whatever floats your boat.

It also has a more or less complete list of all the cars available (however, some are listed for NTSC/J and PAL games and aren't necessarily present in the NTSC/US game, or have different names. e.g. Lexus SC300 vs. Toyota Soarer)

For me, the best 3 starters are the S13 K's, the FC RX-7 and the Skyline GTS-t R32.[/JDM nut]
 
If you're looking for some serious power, you can get a '97 Camaro Z28 for just shy of 9,000 Cr. if you check the used car schedule. It'll be competitive through several different races in multiple arenas, but that could also be said about the previously mentioned entries.

My personal fave is the '89 Mazda MX-5 Miata. VERY fun, yet plenty underpowered to be able to get you respectable points. 👍
 
Funny, I was just looking into this recently.

If I were to narrow the cars I was looking at to a top 3, These are the ones I would suggest.

'92 Evo, best power to weight ratio available in a 10K starter car. Plus its 4wd, so early rally races aren't out of reach.

'91 S13. Good power to weight, very stable handling, even with a wracked frame. And very build-able.

'91 Skyline GTS-t. While its not an 4wd like its GT-R counterparts, it still has plenty of power, and is also quite stable in the corners. Its a bit heavier than the S13, but also packs more power.

Those would be my choices. . . . Well, there is the Camaro Z28 too, but you have to wait a while to pick one up for under 10K
 
The new question is:

Whats the best starter car to buy thats 28,000 cr. or less? I've got my old copy of GT3 and used the trade credits thing 👍
 
I personally would still go with one of the cars that they've mentioned above, and use the remaining credits to upgrade it slightly.

The car that I bought first was the Mazda RX-7 GT Limited '85 (J). There's quite a bit of oversteer with it, but a nice -30 setting on the ballast fixes that.

EDIT: If I remember right, you can get one for about 5,000Cr in the very beginning of the game, so double bonus!

Sorry, I was mistaken. The EVO has the 3rd best P/W ratio. There are 2 Imprezza's that have better ratio's, but not by much.

Go to this post. Download and unzip the .rar file. (Use WinRAR which is also a free download if you don't already have it.) Be sure to thank TornadoAlley for his work in compiling this too. 👍

While this is the NTSC U/C file, the car cycles aren't that much different between PAL & NTSC, there's just a few naming & colour discrepancies, however, this Excel spreadsheet is filterable in an enormous amount of ways.
e.g. Want to know best car for under 28000? Click on the filter icon next to "Price" column. Select "Less than" and enter 28000. The spreadsheet will now eliminate values above 28000. Click the filter icon again and select "Sort Largest to Smallest". It's also possible to do multiple filters, so for example having sorted by price you could also sort "Power" by largest to smallest in the same way. Now you can find a car that's under 28000, with the most power. The sheet will also tell you on what game day and what gameweek the car is available.

You will have to bear in mind that "Best" is a totally subjective thing, what you consider best may not be what I consider best.
You can grab a 4WD Skyline for under 28000Cr, a Corvette Grand-Sport, various RX-7s or an S2000, but it's totally dependent on the game day. If you've done some of the licence tests, this will've used gamedays and therefore what's in the used car lots will have changed from what was there on Day 1. (Definitely highly advisable to do licence tests before racing, even though some folks view them as a chore that stops you entering races, they're actually designed to teach you some of the race driving basics, and if you take the time to try & Silver or Gold each test rather than settling for Bronze, you'll learn how to shave 1/10ths off each corner and thus seconds off laptimes when it comes to real races, and you'll win some extra prizecars to boot!)

It's totally pointless for us to advise you that you can pick up a 350HP TVR Cerbera Speed Six '97 for under 28000Cr, if you haven't learned the basics of driving. If you can't make consistent clean laps in something underpowered like a Miata (which is a great car for learning driving basics in) without going off the road, clanging into the AI or rubbing the barriers in every turn, then the TVR is just going to exacerbate the issue, and encourages bad driving habit such as an over-reliance on power & straightline speed to win races, something which will seem irrelevant to begin with, but when you reach GT World Championship and you can't simply overpower you opponents for the win, you'll find it very frustrating to try and learn good racing technique in an LMP or Group C racer and will have to go back to basics. (This is an enormously common mistake and the reason why the most commonly asked question on the GT4 board is "How do I beat GTWC?" along with various rants about how x car & y car are crap because they can't win it, except the driver has overlooked the 1 obvious thing... it's often not the car, but the driver's fault!)
 
I'll endorse what Smallhorses says here, I've been using this spreadsheet for ages and it's as good as he says, if not better.

Just FYI if you are unable/unwilling to use WinRAR, 7Zip works too.
