Toyota TS030 Hybrid '12 Spa Expert Challenge Tune - High-downforce short-gear setup for Spa seasonal event

First of all I'd like to acknowledge Bhowe83 for posting his tune for TS030 med-high downforce because I used it as a base. You can find that here: https://www.gtplanet.net/forum/tunes/toyota-ts030-hybrid-12.445/

This setup is the one I used to gold the seasonal event 'Expert Level Racing Car Challenge' at Spa, with a best time of 2:04.615. I adjusted a few things from Bhowe83's setup, but the main adjustment was the transmission.
