A multiple stage turbo setup is often used when you want to have a high output from a very large displacement engine. e.g. this 14.2. It is not possible to get the engine driveable with a turbo (or several) of one size in h.o. mode so it has turbos in different sizes.
On low rpms small turbo is the only one working. On higher revs the bigger turbo also starts to work and with a regulation system it has a gradual onset.
I'm not sure about this trucks setup but it would probably be 2 smaller and one big turbo for each cylinderbank.
In tractorpullings euro stock series I know some guys are running a 3-stage setup and I think there is one guy that has a 4-stager.
