Does tuning your car at a certain company, for example, HKS rather than Blitz make your car characteristics different?
Pitracer, I think you've got the idea but let me explain it in more detail.
The perks of having your car tuned at Tuner Village are that for certain parts, there is a much better version of the part for much cheaper as represented by the "original" label.
For Example: Tuner Village has a Stage 5 Turbo Kit for a cheaper price than the Stage 4 Turbo Kit and on top of that, it cranks out more power than the Stage 4 as well.
Same goes for NA Tuning and Suspension, the one thing about the Suspension tuning is that the Original Package gives you further boundaries of tuning than the Full Customization Package.
As for a benefit for one brand over another, there's no real difference. An HKS Suspension Kit will work exactly like a Blitz Suspension Kit with no difference in performance between the two kits and so on.
Actually, he's not entirely correct.
The Stage 5 turbo RARELY gives more power, it's actually less power in most cases. Nor does it give more torque in most cases either. It's the delivery of the power that makes the difference. Check the dyno graphs between a Stage 3/4 vs Stage 5 and you will see a huge difference in the low rpm range.
Same with the original suspension. The Fully Customisable suspension is better for tuning as you can individually set the damper bound and rebound, the original suspension just says damper, which means the one setting for both. That's not better in anyone's book. The main difference is that you can get a different range (usually more stiff) for the spring rates.
As for NA Tuning.....there's no difference between Tuner Village or OEM tuning.

DON'T WORRY ABOUT THE NUMBERS!! IT'S THE DELIVERY OF THE POWER THAT MAKES ALL THE DIFFERENCE!!
Usually, when I go to the tuner village, I take cars of specific manufacturers to specific tuners. Nissans, Subarus and Mitsubishis go to Mine's. Toyotas go to TOM'S. Hondas go to Spoon. Mazdas go to RE Amemiya. Sometimes I'd take a Nissan to Trial or Opera Performance, but not that frequently. It's like I have OCD...
There's one thing that is often forgotten when praising the Stage 5 turbo over the Stage 4, yes it gives more grunt for the low rev range but usually with a penalty for the high end power. I could hardly care less about the extra 10 bhp and 20 Nm at 3000 rpm if it means losing that 10 bhp and 20 Nm at 8000 rpm when my car never goes below 5000 rpm on the track.
I'm all for low end power on street cars, it's highly useful there, but for circuit racing it's rarely beneficial especially if it comes with a drop in high end power because the engine should be running at high revs anyway. I've tried the R34 GT-R with both options and while the Stage 5 admittedly pulled harder out of slow corners the Stage 4 caught back on the straights. No noticable difference in lap times.
Speaking of the Supra, especially if it's the Mk IV RZ, I'd actually want something like a Stage 6 to move the oomph higher in the powerband. Even with the supposed to be peaky Stage 4 it overkills the tyres at low revs and runs out of breath at high revs. Not good.
Yeah, Stage 6....the imaginary turbo kit. Greycap is referring to having an even more insane and peaky turbo because the Stage 4 still rips R5's up on a Supra, not as badly as a Stage 5 does but it's still bad enough.
