Has anyone noticed whether the AI prefers certain characteristics in tuning setups, e.g. in terms of stability, under/oversteer, or how best to setup cars for better AI pace in custom races.

Is the ideal setup for AI drivers similar to your own, is it significantly different?

Given that the AI doesn’t like to get sideways and has brakes at inappropriate places, I’m guessing that a very stable car is ideal to minimise time time settling the car mid corner to spend more time on throttle.

The AI will ignore any change to the tyres away from the "factory default" or what it was sold with on the used car dealership.
You have to make sure the gearing is setup in a way that automatic transmission doesnt suffer.

Outside of that I wouldnt really know about differences.
Maybe if applicable give them mid RPM turbos instead of low or high so it can better accelerate out of most situations.
Maybe doesnt require as much aero setup as a player and can utilize better accelation over traction.
