My theory for Need For Speed Underground 3: It will be released on the next set of consoles released ( "PS4" and "XBOX 720" ) and never on current consoles.
My theory is: Current games consoles do not have enough RAM (5XX MB on current consoles) to incorporate the wide variety of body-kits, speakers, hydraulics, vinyls, and all the other junk that was in NFSU:2 as well as load the world map - and keep them all running smoothly at the same time - as well as keep them up to PS3 standards.
I Think: PS2 was able to do it a lot easier because everything was such low detail and offline, WAY smaller file sizes and many other tiny reasons.
Next generation consoles will have 8GB of RAM or possibly even 16GB (doubtful though), therefore it will finally have the potential to bring Need For Speed: Underground up to current gaming standards.
