Is there anyway to influence what's on sale in the Used Car section? I know the online one is controlled by PD. Is it your overall level?

No your level doesn't matter. You can't make what you want to show up show up. But if you want to skip the cars in the used car dealer go to the license test select one. Then skip forward 4 times. This will refresh the used car dealer faster.

I'm not an expert yet on the UCD, but from what I've read...

The UCD s a predetermined infinite list of cars (at least no one has found the end yet)
There are TWO lists, your UCD is either one or the other

The predictor has ALWAYS been 100% accurate for me, I've played around with it about ten times to see when a certain car will pop up, as well as seeing if it will correctly predict the next few days or so.
Never had an error.
How this was built amazes me.
 
Yep, I've been going through the list car by car for many many in game weeks, adding data for the paint color and mileage, and it has never once been wrong. Nor has anyone reported the list being wrong (except maybe for single errors, but the list itself is perfectly valid).

Was built simply by someone recording the cars in the UCD as he cycled through them and then creating a database. Cycling the UCD by constantly loading tracks in the Practice section or the License Tests is a common way to refresh the UCD and accelerate the cycling of the cars available. There is also a list somewhere of which cars appear the least often because it's not completely random. Some just appear less frequently than others. Last time I looked the Takata Dome NSX 03' was the rarest car.

Many someones, in fact. There is a thread in the FAQ that details its progress (or sort this forum by replies - it'll be very near the top!). The site linked above actually uses the database on GTP, though the GTP list is usually slightly more up-to-date (it's easier to browse on encoded's site) simply because of the way each is updated.

And no, there's no way to influence it. It's preset - though your start point on the list is seemingly enigmatic, it is at least fixed for all accounts on your console.
