Vivo Or Tuner?

My friend is comtemplating between buying a Geforce 4 ti4200 w/ VIVO... and a ATI 9200 128 mb + another extra TV tuner card but then, he doesn't know which would be better

his roof for video card + tuner or video card w/ vivo is $200 canadian... help

I have Ti4200 but I'm not sure if it has VIVO. Is there a way I can find out.
