Weight gains for imports (US)

This definitely happened to cars in the 90s. Even a supercar like the F40 gained 400lb (!) when it went across. I understand the changes that were required however 2 questions:

1. How the weight increase was so dramatic? For example to apply a new exhaust the old one would be removed, and same would be true I imagine for most components so...depleted uranium?!

2. Does the weight gain happen now, but to a lesser extent, or are the "rules" more standardised globally? For example, had this gone through: https://www.gtplanet.net/forum/showthread.php?t=93637 , would the Sagaris be heavier?
 
Cars put on weight in order to meet more stringent safety standards. Also, because of the brand loyalty and model identity, auto-makers like to pile on the features as their demographic ages.
