I can't imagine it ever catching on, thus why it never has from when it was first mentioned. It's just too finnickity to implement. Bit pointless too, it's not as though you can't have a mirror (or 3) on the display.
This, while a decent concept, would simply not work in practice. For instance where exactly would you posistion the PSP so you could actually make out the objects in the mirror. I know I couldn't hold it while I was driving, I can't look in two places at the same time and it would make no sense to put it next to the tv as the view would be no better than what the in game mirror already provides. However all of this doesn't matter to me anyway, since I don't own a PSP.
