Your car becomes limited to around 50mph until you go back into the pits and refuel.

You get the same sort of speed limitation as you get for a collision in the Special Conditions Hall except that it lasts until you get to the pits and re-fuel.
For the Endurance Races at the Ring or La Sarthe, running out of fuel can be a frustration but as long as it only happens once it is unlikely to be a 'race loser', even for a 200 A-Spec lineup.
