Hotlinking is where you link directly to the target.

Example:
Here on GTPlanet if you wish to display an image that is stored on another website, you would use the tags. This is hotlinking to images.

The reason some sites do not allow hotlinking is that it is an easy way of stealing bandwidth. DeviantArt, a digital art community, does not let you hotlink to the images stored there to save bandwidth and the webmaster's bill at the end of the month.

So, as you guessed, there is no way of turning hotlinking on or off. You can get around that hotlinking thing by the following:
http://invis.free.anonymizer/http://www.website.com/blah.exe
:)
