You're asking for two variables, the lightest and the fastest.

As already mentioned, the lightest is the Caterham, but now you say top speed???

Can you specify a weight amount or rough amount so we can give a better answer?

Under 1000kgs, I'm presuming the ZZII will be there or there abouts, it's quite aerodynamic and has alot of power, with weight reduction it's about 910kgs.

Or is that too heavy??

A list of most of my fastest cars and their top speeds. The problem with the Veyron is it can't corner at speed. It can't even make the corners at Daytona. The Cadillac Cien can. The Cien is actually faster than the Formula GT at Daytona.

Cien is tricky due to bad brakes (although I haven't used the car in GT5 yet).

I have a tuned Gallardo with 651bhp/1297kg, and its not finished yet most stage 3 everything tuned cars go to 800bhp and thats real fast

I also know that Audi RS6 can go to 900bhp or something, but it weighs more

And cause you never said no Veyrons, they go to 1196 bhp 👍
