Tokyo explains a lot. Most of the track variants there are SR killers. Especially in the lower, extremely aggressive ranks. Great tracks to hot lap on, races, not so much. You need a lot of cooperation from other drivers to race safely there.
I honestly don't want to offend you but your SR graph tells me a different story. It's one of the worst safety ratings I've ever seen so you have to look at your own driving habits too.
Forget DR for a while and don't take other peoples bad moves personally. Instead of battling with them, do everything you can to avoid them and work on increasing your SR. Race C is ideal for this as there's a lot more SR points on offer. Drive a lot more passively and you'll see improvements in the other drivers behaviour as your SR increases. Hitting 99 SR (max safety rating) will be a world away from where you are now and a lot more enjoyable.
