Why is it on 24hr race only 3 drivers required?

All endurance race require 4 drivers. Now ive reach level 35 bspec, why is it were only required to have only 3 drivers?

The rules for the actual 24 Hours of Le Mans require at least 3 drivers.

I do believe it was 4 but I only used 1.
