Why is the Pace meter uncontrollable at race starts?

Why doesn't pace down, or maintain pace, function on the meter, until he gets to 1st place?
Can you tell I'm new to B-Spec? (Although, I'm at lvl 38 from remote racing, with all previous classes un-trophied.
 
crazy, you can pace down before the race starts then do it again almost right after, that will help a little in the beginning.

I can pace down 5 times at, before , during , on race start, but my meter gets red hot full, until he makes his way into first. Then I can pace down, or maintain, or overtake his ghost.
 
Others are right. As long as he's in close proximity to other cars on the track, he will remain heated up. The more cars near him, the more likely & longer he'll stay hot.

It's not to worry about though, in most cases. At a higher level, bspec can handle being heated up for several laps without it necessarily making him do poorly.

For example, in drafting races... there's absolutely no way to cool down your bspec. He has to stay with the pack, unless you give him a majorly overpowered car to pull out ahead under its own power. Not possible in stock car (nascar), I think.
