Even Codemasters struggle and arnt even allowed to realistically model damage, I can imagine a situation were PD just don't have the time to deal with them.But F1 is the biggest motorsport in the world (not counting NASCAR, no-one outside the US knows what it is). Now, you cannot have F1 cars from different manufacturers racing each other, since that is considered F1 racing and you need the license for that.
It's basically cheaper to license the cars rather than the series they race in as well. Also, Ferrari are somehow a special case when it comes to the FIA (don't get me started on that).
TLDR it's complicated and neither are coming back.

Two Current F1 cars cannot be in the same game unless there is licensing. Most of those in the video were not current F1 cars, which are exempt from the licensing and must be done by individual manufacturers.
PD didn't renew the license with Ferrari.so are Senna's cars incompatible with Ferrari f2007 and f10? no
Well. There is that, but that wasn't the actual reason.because it sucks. plain and simple.
As far as I'm aware and correct me if I'm wrong, but no one company can get an exclusive license with Top Gear. From what I've heard the BBC is required, by law, to be completely impartial, so they cannot hand out exclusivities.
