Wind indicator

Hi all,
This wind indicator… if it’s pointing right, does that mean wind is blowing from left to right no matter the position I’m on the track, or is it in position of the map?

When I turn corners for example the indicator doesn’t move so it’s making me think it’s in position of the map, but if that’s the case, that’s so confusing because the map doesn’t rotate so I’m always having to try and guess which way it is…

If someone can simplify this for me, I’d really appreciate it!
 
It is in position of the map. And it actually affects the physics instead of just moving the rain clouds, it's very noticable in the Goodwood Mini race when your top speed on particular straights differs quite a lot depending on the wind direction.
 
You or somebody else could probably experiment on a track like Route X and see which direction effects your top speed the most. That is, if you can't find it in the game manuals. I think it's a good question since I'm used to a certain method. In aviation, winds are always reported as being from a direction, not pointing to a direction, so the logic is a little wonky sometimes. On the instruments that actually calculate a wind vector, an arrow does show the direction it's blowing.
