World Circuits Not Loading!!!

I am having a GAME BREAKING PROBLEM. I need a Mustang Boss 429 '69 to complete this idiotic cafe. (The only way to progress apparently) It says in the cafe menu that it is acquired by competing in the above "World Circuits" Race. (BLUE MOON BAY SPEEDWAY)

HERE IS MY PROBLEM. When I enter the World circuits and go to "Americas" I have five tracks to choose from Blue Moon Bay Speedway, Laguna Seca, Willow Springs, Northern Isle, and Watkins Glen. The only problem is 4 of the 5 racetracks say "There are no race events taking place at the moment" when I try to compete in them. (PICTURE ATTACHED) I have GOLD in all the circuit Experiences, and all the available races. All gold in Licenses and missions. I have owned the game since launch and STILL HAVE NOT UNLOCKED THE ENTIRE GAME. PLEASE SOMEONE HELP!!!!. I waisted money on a game I cannot play. I still have not unlocked the Legendry Dealership. I keep coming back at every update and NOTHING is fixing it. I would really like this fixed or at least get my money back. No one else seems to be having this problem?

My nickname is "LetsgoBRANDON" I played it constantly after waiting 3 weeks for a stupid Civic to show up in the used car lot. Now I am stuck and have been for months on this glitch that will not fix.

Any help would be greatly appreciated!

Have you started the menu? And which menu number is it?

You need to start the actual menu. Then follow the yellow compass!

Im on menu book 14.


Not sure what you mean by the compass? I am on menu book 14?

When working through the Menu Books from the Cafe, a compass icon appears on the World Map above the Pavillion you need to visit in relation to that. ....Pavillions being the Cafe, World Circuits, Garage, GT Auto, etc.

I'll wager your problems ever since the beginning have stemmed from a simple lack of understanding rather than a bug or similar. I'm afraid you've likely been putting the game on hold all this time for nothing. Hopefully we can get you sorted though.
