I thought rotary race cars were banned after the 787B? What changed?

I believe its a common misconception that Rotaries themselves were ever banned. If I recall, what happened was there was a new engine formula introduced and all the older ones (which just so happened to included the Rotaries) were no longer allowed. The 787B's win wasn't even a dominant one, the leaders just fell to the wayside and there it was to pick up the win. It was more of an upset then anything else.
