GT3 International Street Car Challenge: Week 3 The Streets of Tokyo

Were going to Tokyo for week 3, Tokyo R246 II to be exact.
However, unlike the two previous weeks, we will not be running all classes. This is due to the near onset of GT4 in North America. We are expecting a large decrease in the interest displayed in OLR in GT3 when it does emerge. So to keep the majority of entrants running against each other we have temporarily closed STS since it seemed the least popular category anyways.
There has been a slight formula change to the STA to compromise this, and also to mix it up a little and get a few new creations running. A penalty has been introduced in STB to try and keep the times closer in that class.
Gotta keep all you guys on your toes. Hopefully it doesnt inconvenience anyone too much.
And to answer the questions, yes we are still running in GT3 - we werent about to try and create a challenge in a game we dont have yet. We likely wont move to GT4 until mid-late March once the PAL has also been made available, and everyone has had a fair chance to earn some credits and make some progress into the game, etc.

Street Touring B - STB
Minimum PWR: 4.5
Budget: $70000
Tires: Sports (supplied free)
Penalties: Camaro Z28 has Mimimum PWR of 4.750
Street Touring A - STA
Minimum PWR: 2.750
Budget: $110000
Tires: Sports (Supplied free)
Street Touring Challenge - STC
This week is an Evo Challenge! Emphasis this week will once again be put on getting the most performance for your money that is, the budget is a bit tight again. The twist this week comes from tire selection. All tires compounds are now available for PURCHASE. Sports tires will still be free, but if you choose to go to a stickier tire their cost will be deducted from your remaining budget. No normal tires please. You will be given $90000 to purchase and build the fastest Evo for Tokyo R246 II that you possibly can. All Evos on the dealer screen are fair game be it an RS or GSR, or the TME if you prefer. Rally cars are out.
STC Summary:
1 Lancer Evo (RS, GSR, or TME)
4 tires sports tires are free, other compounds may be purchased
$90000 minus car cost

For the first time ever, we have an Individually Issued Challenge (lets abbreviate it as B4C to follow the naming he gave it)

Final Times are due by midnight NA Pacific Time, Friday, February 25th (or, 8:00am GMT, Saturday the 26th). Please PM them to either myself of Azuremen. Please PM times for the B4C to Suzuki.
Hopefully this weeks competition is as enjoyable for all as I heard last weeks Miata challenge was for some. I know this track doesnt rank very highly on some peoples lists, but it does have a decent mix of technical elements and straights.

And to my fellow North American's, don't forget that you're a part of this just because you finally got your hands on GT4
Edit: I have updated the Calculator and added a Bonus/Penalty field for PWR and Budget that will allow you to generate the required changes in STA and STB for this week.
