I am indeed sorry regarding this situation.
Initially for the fact that this has even happend, and finally because it has gone public.
Calling me out in such a public way demands a response, and so...
As all of you may recall, TS020 made a post
Here regarding his week 73 best lap.
Such a fast split (as pointed out by others) was very good. In fact, one member mentioned that TS020 was able to break the 27.0 split between t2 & t3.
This made me wonder where I could be going wrong, so I did "the math."
With the posted T times, his lap had a split between T2 & T3 of 26.0 seconds.
My split between t2 & t3 came out to 26.9 seconds (t2: 34.9 -> t3: 1'01.8).

All of these were suggesting that he was just having a good week and was fully aware of just how fast the posted times were.
This brought my attention to him closely enough that when he submitted a pm to me, I replied asking,

I actually did want to privately ask you about your lap.
Are you sure there was no mistake in your time keeping.
For your t times specifically.
If there was no mistake, I would like to ask you for you analyzer data.
Specifically, that should include
Final Time
T Times
All Sector Times
All Sector Average Speeds
Your speed at crossing starting line
Your speed at crossing the finish line
Your top speed on the longest straight
Now, of course, that is only necessary if you reported the correct T times & Final Times throughout your week of posting.
Please get back to me on this as soon as you can,

Yes!!! thanks for asking that,my T3 wasn't 1;02.7 but 1.03.7.So my lap time isn't 1:22.396 but 1;23.396.
Sorry for that mistake,just noticed very late
I knew there was something wrong when they tell me that I was so fast so then I realised it.Thanks for reminding my of it pal!!
I almost cheated!!
At this point I let it go since he dropped his time by a full second.
I thought that if he made a mistake it was caught and no big deal.
I also thought that if he wasn't familiar with serious OLR racing and thought he could run down the wall after the back straight without getting caught, he got the "rude-awakening" needed to mold him into great racer who played by the rules.
So in either case, I had let it go and decided that his slower time would be acceptable.
However, at the end of the weekly race's deadline I got this...

Run another 40 laps and this is how my final lap time looks like.
TS020 Div.3 1:22.406.
Thinks its a pretty good lap,I even try pushing harder but it ended against the wall. So I expect very close time's tomorrow.

A final, last minute submission with a time that is only .010 behind his blazing fast "error" time.
Mind you all that no T times were posted & no public announcment of his previous error was made in the week 73 thread.
After recieving this new time that rivaled his previous time, I was concerned again.

Looks like you improved quite a bit since our last talk.
With that in mind, I am going to need all the things requested in our original discussion (From when you made the mistake in your time and reported a 1'22.??? instead of the 1'23.??? )
So please, get back to me with the following...

All sector times
All sector average times
All T Times
Top Speed
Speed at the crossing of both start and finish
Final Lap time
Please get back to me with these times asap!

I requested a "read reciept" as usual.
At 1:10am I posted week 74's race.
Waiting for him to read it , I checked the message... And at 1:18am my time zone he read it but did not respond.
Finally at 4:20am my time zone he responded with this...

Ok,I will send these requests together with my time for this week 74.But It will take a wile,yesterday my controller said it was enough and now its broken so i'll have to buy a new one.

Then at 9:42am my time zone he replied to week 74 with
this (clearly having run laps).
So he responded to me explaining that he could not provide the data because of his controller, but then 8 hours later he responded to week 74, with a clear ability to use his controller.
I repeated my request, and then after no answer sent one final request with a stern and authoritative tone.
Citing his post in week 74...

This was posted well after you read my initial private message asking for the data.
If you don't get back to me by the end of the day with that data I am going to assume the worst.
This is just a playstation game, but many people take it very seriously and many people take great pride in the work they put in to get a good lap.
Please, don't turn this into a bad situation.
Get that data to me, all of it, and quickly.
Please.
Remember, by the end of the day...
If you had the controller to run seattle after I asked for your time, you had the controller to get that data.
So go get it and get back to me.
Should you not adhear to my request, I will remove your name from the registered drivers list, and I will remove your name from the results of every week you have been in.
This is important since I do not want to do any of that.
I would preffer you stay with us and continue running.
So please, please please get back to me soon!

Oh and that controller ,it's not mine because mine whas broken down and I just borrowed the controller for Seattle.I think this is the last message that I'm gonna send here so FAREWELL!!!
So I ask all of you, were those responses necessary?
Could TS020 have just taken the time of 2 laps on seattle to completely and permanantly ended this problem?
Yes, he could have taken that time and yes he could have ended this.
Instead, you have his replies to this thread and the Private Messages sent to me.
I will let you all, his and my peers be the judge of this situation.
Remember, I may have implied a level so suspicion, but I never used such a vulgar term as cheat or liar.
