I have recently aquired a 2002 Volkswagon Lupo 1.4. I would like to know the best all round set-up. What parts should I buy for it and how should I tweek it?

I don't know why anyone would want to bother but leaving that aside I'd search for a good general tuing guide, come to that have you even tried searching for a Lupo tune up guide? Theres at least one thread here about this already.
