How the HELL can you go slow on wet grass? Oh.. AND out of control?!!
Well Supercars is under control of the FIA.
So its an FIA rule that you cant rejoin unsafely and must have vehicle under control.

My issue is Skaife saying what he said. The kid made a mistake, but on a slick tyre on wet grass, how is any driver rookie or veteran, going to gain control of a car, again on wet grass and mud? The only option at that moment, was to hang on for dear life. That or if he had a chance, aim for the wall on the right.

I’m not giving Goddard a pass for the lock up, but at that location, no way to stop that car and not be bogged down. I can’t see any driver choosing that option. We’ve seen plenty offs and collisions there over the years. Wet and dry.

Yeah it was a stupid statement that was said "You cant rejoin out of control"
If he was in control, he would not have rejoined like that.
 
There’s quite a few cars defending hard so early on, so there’s no surprise we’re getting some half hearted lunges from frustrated drivers.
