What do you mean? The Option Stream Z's pp actually goes fairly high, its still enough to win the 650 pp races.
According to this http://www.mygranturismo.net/car_sheet.php?id=698 -- assuming thats not a hack or a lie, the highest is 623.
From my experience its possible to win those races with cars at low 600+ pp range so you should be able to use the cars you like.

no one has a tune for it and it accels ok but to corner you have to crawl thru the turns and the Rabbit BMW GTR has a 25 second lead

I remember driving that car now that I think of it, it handles similarly to the Cerbera Speed 12. It had tons of understeer, I thought.

I did find only one tune for it, by CSO tuning, and the tune is more than 2 years old. I'm not sure if it will be okay; since settings have changed alot over the updates.

I kept the transmission stock, something weird happened when I tried to change it. It started crawling and wouldn't accelerate.

it breaks the rear free even on Racing softs...yes its a rocket on straightaways but the turning radius and high speed cornering are crap

Weird it seem doesn't seem as stiff compared to the last time I drove it, maybe the physics changes got to it. I think I was only able to make a tiny improvement, the split times are getting better for me, atleast compared to the stock one.

The Option Stream Z was purpose built for going in a straight line at the highest top speed possible, it's not made for cornering. It's not far short of being a long distance dragster.

Thats kind of a relief that its basically a drag car, I could only get it to turn just a little bit more. I'm not that pleased with my tune so far, did okay on the nurburgring but not other very tight tracks.
I may have severely contradicted myself earlier. Many other cars can win 650pp seasonals... not this one I guess. Even a 600pp FTO super touring car did okay to beat the mclaren f1 gtr and many many other cars I used.
