I'm more at odds as to how it was parked there in the first place. I imagine parking it up looked like that scene from Austin Powers... or more likely was lifted from a low loader, if its a non-runner.
 
Some background info from the mid-00s on that Omega. Can't be many aftermarket LHD to RHD conversions out there. The quality of that conversion and the owner's possible reluctance to fix it might be why it's been parked up for so many years.

Victoria, Texas isn't some suburb of a larger Texas city, it's about a two hours' drive from a similarly-sized town...
