"The internet" is governed by the laws in the country in which the servers containing that portion of it reside.
But what if the server is based in a different country, without said "anti-annoyance" law?

But what if the server is based in a different country, without said "anti-annoyance" law?

Does country with said "anti-annoyance" law have an extradition treaty with the second country - like the UK?

If i read this correct. America has then the adjunct duty to investigate all aliases from IPs it has extradition treaties with. Is that positive for value? considering that the mass of internet users wo'nt be aware and/or care much about this law?

The country the person they want to check on has to let them check, the extradition treaty doesn't grant the US the right to come over here and do thei own investigations or anything like that. What's more likely to happen is they'd contactour people who would then carry out the investigation and depending on the results of the said investigation we'd either tell the US guys nothings wrong, tell them we'll slap the guy on the wrists, or send him to the US for punishment if it's serious enough.

What the.....?

So, people can be locked up for being annoying? Maybe if I send a picture of my sister trying to type on MSN to the FBI, I can have her arrested?

new law
"Whoever...utilizes any device or software that can be used to originate telecommunications or other types of communications that are transmitted, in whole or in part, by the Internet... without disclosing his identity and with intent to annoy, abuse, threaten, or harass any person...who receives the communications...shall be fined under title 18 or imprisoned not more than two years, or both."
It looks like it was intended to prevent threats and spam but someone hoped to close a loophole by adding the word annoy.

dictionary.com
an·noy ( P ) Pronunciation Key (-noi)
v. an·noyed, an·noy·ing, an·noys
v. tr.
1) To cause slight irritation to (another) by troublesome, often repeated acts.
2) To harass or disturb by repeated attacks
Perhaps they were intending the second definition in order to protect someone from harrasment. I doubt (but could be wrong) they meant it to stop the Pee Wee Hermans of the world.

I imagine that the first time someone is arrested for this that was just being annoying, as we think of it, that it will be overturned in court.
