AI not affected by Full Snow road cover? Is this a bug?

I love this game, I started playing it just for the custom racing events but I noticed something when I tried Full Snow cover and it happened at each venue I tried, the AI seems completely unaffected. I tried Slush and other surfaces, they're Okay. Now if I try Snow surface on road, they'll just soar by and be unaffected. Is this intended or this a bug? It happens with any car the AI uses.

Edit: Forgot to mention, this is on the PS4 edition of the game when I play on PS5.
