It's quite a change of scope and scale, and one that I seriously doubt will result in an increase in the standards of detention.And today people find out there is already a migrant detention centre at Guantanamo Bay (seperate from the military prison), where immigrants picked up at sea have been held by successive US governments. Trump isn't opening one, he's expanding the existing facility.
