Utilizing my exceptional ESP abilities to decode the combination of poor grammar and sentence structure, my best guess is he's wondering whether to release tunes for the cars mentioned to the public. My other guess is he's looking for people to beg for it and coax him into it. If he reacts with anger to this post, I'm guessing I hit the nail on the head

You are asking the tuning community if there is a demand for your two cars. Well, maybe... maybe not. You kinda have to follow the "if you build it, they will come" thoery. Johnnyp is right. If you want to put your tunes out there, do it. As of right now, noone knows what your approach to tuning is, if your tunes are fast, if you are a good driver or not... so why should anyone care either way if you do or don't?
I started my garage and the following has just built over time. I don't know how many people are actually using my tunes. A few post nice comments in the garage or thank yous in PMs for helping them win a racing series. But every time I open my garage thread there are always a couple of people milling around in there. Must be it's helping some people.
Open a garage because you think it would be fun, not based on a request for demand. That's my two cents.

Umm hate to break it to you mate, but when C-ZETA doesn't respond, it normally means either:
1. He's politely saying no to the request
2. He can't be bothered/someone took the request spot already
3. He's away watching some Anime stuff with his buddies.
Under the assumption that he was taking requests for reviews, I'd vouch that the reason for his lack of response is the first of the reasons. But hey he's him, and that means we don't know how he's thinking at the best of times.
