Are XBX1 PS4 versions region locked online?

One reviewer claims that the PS4 version is region locked online. region.

With the wider release of the game on 8/30, perhaps others can inform me.

I got the game on the 26th. For the past four days I've been going into the online section and I get the same results. All I can see is a list of servers with 0/16 players in them. Not once have I seen anyone on any of the servers.

The game is really in need of private rooms. Hope it comes soon.

Im in Norway and I've seen many people doing trackdays and drifting online (xbox one). Shame if it's region locked, I have many people on my friend list from the US..
