I had a post showing his work and mine.
But you are correct he did the rain. I did the black and white along with enhancing the colors.
What I did was done on lightbox
But I have made attempts of rain effect and the best place to do that is adobe illustrator CS6. Then combine the rain and original photo on Photoshop CS6
