Maybe not exactly what you are looking for, but it is a great alternative if not sometimes better than a background check.

Nobody gives you the compiled information for free, but you can do a number of specific deep web searches at the individual state, county, and municipal levels. Obviously, you would need to know which specific locales apply to the name(s) in question.
