Do you have any proof of this? For example, get the same 1 star reward on two different accounts and they both give the same items? Than everybody should be getting exactly the same rewards, I really don't think they are predetermined.

You can't test that with one account, cause yeah you will get the same reward if you quit the game before it's able to save, because that's how you combat people who cheat that way, who close the game whenever they get a cheap item so they can reroll and get a better item next time they try again.
It is possible the rewards get determined when you get a ticket for the roulette, but every ticket should have different rewards. And if it was all predetermined so you only get the cheapest item every time, I wonder how I got the 100k gold bar than....

He might mean that the RNG is determined before the visual representation is shown...

The only reward on the wheel that is the same each time a ticket is used is the one the player will actually get. The rest is filler. Each ticket has a predetermined reward, only the filler on the roulette wheel is random (but always unobtainable).

In my second roulette I got the Amuse 380RS which was great, it was one of my favourite cars in GT6. Other than that and one where I got 10k, I've had the smallest cash payout from all the others.

That was the maximum win I've had from the roulette. I'm currently at 1,001,580 credits. Which is why it hurts even more that I only ever seem to get low credit payouts from the tickets.

That still doesn't prove that it's predetermined, if it was it would be the same rewards for everyone, the determination probably takes place as soon as you get a ticket for the lottery, but you won't know what it has picked until you use it, so it's only logical it is always the same reward even if you quit the game before you actually get the reward.

I'm annoyed that the roulette is rigged again - the odds of getting the lowest tier items are much higher. I wish they presented it in a different way if they want to make it hard to win good prizes so I don't feel like i'm playing at a rigged casino.
The vibe of the game overall i'm not liking so far - its like Kaz is obsessed with presenting this catering to rich people experience which is so unrelatable. I don't want to pretend i'm a wealthy a hole having my butt kissed by people trying to offer me "premium experiences" if that makes any sense. Yeah i just dont like the vibe.

It's not pre-determined from the game's release, but from the moment you access to the draft with your ticket.
