But if you must...my personal favourite tunes on GTP are RKM Motorsports' Juliet and LFA GT tunes, RVR's SambaBus Drift tune and AdrenaTune's HKS CT230R. Plus a few other I have forgotten about.

Try the RKM ct230rr tune, not as mad as the Adrenatune offline, beautiful to drive online.

Adrenaline's tune wasn't that mad for me (was pretty fast around the 'Ring for me) and I found it pretty decent offline. Will try RKM's soon, but I'll stick with Adrenaline's for now.

There can't really be a single best. The best tune is the one you like for the particular circumstance you are in. What I like, you'll likely hate and vice versa.
