I find that shifting to 7th at 360km/hr rather than the suggested 370 will make it a bit faster for you.

The Veyron will reach 403 km/hr under it's own power, but there's not a road in the game long enough. I tested it today. It's hard to test, because if you get on 405 it'll drop to 404 reasonably fast, but once on 404 it'll sit there for a long time. Eventually I found that, going perfectly straight with the accelerator on full, it will drop to 403 km/hr, making that its top speed in the game.

Drafting. You draft to higher speeds than its capable of under its own power, then watch what happens. Surely you've noticed that if you draft to 420, then get out of the draft, it'll slow down pretty quickly. Well I tried doing that at 405, 404, 403 and 402, to see if it would climb, drop or stay steady.

I see. Yeah I've noticed that your speed drops pretty quickly if you pull out of a draft. I never tested pulling out at specific speeds like you did, but once I was doing 410 km/h in a draft, and when I pulled out it dropped to 404 km/h. This was right before the last turn though, so I think it could've dropped some more, making the Veyron's top speed (under own power) 403 km/h.

It takes a long time to drop down from 404, it's pretty content to sit there. I think it'd sit there for most of the straight, and with the time it takes to get in a draft and get out again at exactly 404 it usually doesn't have time to slow down to 403. I had to briefly jump off the throttle a few times, and that took several tries because if you did it too much it'd go down to 403 anyway. Eventually I got it low enough in 404 that I got to watch it drop to 403 with the accelerator fully depressed
