Correct.

And as far as the download tests go, it is usually way off. The only real way to test your actual download speed is via FTP test.

Here is a link to an ftp test. When you click that it will start a download. Once that download is about halfway through, or when your speed levels off, multiply it by 8. That is your real speed.

I got a transfer or about 187-188, which is about 1500, my advertised speed.:D

when doing an ftp transfer to a friend, i *should* be getting around 30k/second range - not an absolute maximum of 12k/sec - no matter the time of day or who it's being sent to or the method of data transfer being used. They have me capped at 12 when I'm paying for 40k/second. For downloads, I understand that distance from the routing station will limit my downloads so I understand the 100k/sec downstream. But the 12k/sec uploads are completely unreasonable seeing as how it's less than half of the rated speed.
 
Are you supposed to be getting 384 for upload?

You have to consider wire conditions. The wires in your house, for example, could deffinatly be the problem. Take this for instance. I was getting about 800-900 download, but when I worked on the wires I now get exactly 1500. My upload wasn't as good, either. DSL is extremly sensitive to the wires conditions you are running them through. Question: Do you have the new or old style NID at your house?

how would I find out? I got the connection just 6 months ago. Bell Canada is very cheap with the equipment. It may very well be the old style.

Mine is in my garage. If you follow the main phone line from the outside you'd be able to find it. This is how I wired mine: I took the NID and hooked a wire right up to the same screws the phone line is connected to. I then put a small 2 way splitter on it. On one side I put a DSL filter, which every phone in the house goes through, on the other side I ran a line straight to the modem. So, the modem is about 10 feet away from my main phone line, and the DSL signal doesn’t have to go through my whole house(There aren’t little white boxes by every phone, either). As you can see, it worked quite effectively.
