Cars in Arcade Mode

Hi,
why are there just 8 Cars showing up in Arcade mode (Time Trial, Splitscreen ,... )
I know that i can choose cars from my Garage, but is there a way to play Splitscreen and choose from all Cars, like it was in other GTs?

It is the way the game works?

You get a limited choice of cars of different categories, if you want a specific one you need to put it in your garage. Seems logical, needs not more comment.
